Herman Taylor

President & CEO 

 The Honorable HermanTaylor is a recognized business leader with over 25 years of executive experience. He is one of Maryland’s leading authorities on socio-economic policies that promote the use of small and minority-owned businesses in public contracting. He is the former President and CEO of Deskmate Office Products, Inc. a Washington, DC-based office product distributor. In 2001, Deskmate Office Products, Inc. was listed as one of the largest minority-owned office product distributors in the region.  He is a former state representative that served in the Maryland House of Delegates from 2003 -2011 in Maryland’s 14th Legislative District. He served on the House Economic Matters Committee and was Chairman of the Subcommittee on Unemployment Insurance. In 2007, he served the Legislative Black Caucus of Maryland as the Vice-Chair and led the Economic Development Committee and the Legislative Review Committee. In 2014- 2016, he served on the Board of Directors of the Maryland Black Caucus Foundation. In 2015, he received an appointment by the Montgomery County Council to Chair a Task Force that recommended reforms to Montgomery County’s procurement programs that pertain to minority business utilization.

Gerald Boyd, Jr. is Chairman of the Board; he is also the founder and Chief Executive Officer of DB ConsultingGroup, Inc. As an entrepreneurial leader, Mr. Boyd has grown DB Consulting Group, Inc. from a small boutique-consulting firm to one of the largest minority-owned government contracting firms in America. Washington Technology magazine has listed his company as one of the Top 25 8(a) federal contractors. Mr. Boyd has significant business management experience that contributed to the growth and success of his firm. DB has earned an outstanding reputation for providing management consulting and information technology services to federal sector clients. In his leadership role with MBEC, he has been a true champion in expanding support and opportunity for diverse business enterprises. He has provided key remarks to local & state elected officials to members of Congress. His discussion points are always centered on the practices and policies that support our economy and the people and businesses that drive it
